The Nonprofit Association of Oregon (NAO) conducted a capacity assessment of the Oregon Health Authority (OHA) Community-Based Organizations (CBO) partners funded through the Public Health Equity Grant at the end of 2024. This survey aimed to understand the issues and trends that support and challenge CBO partners.

The survey and report align with intentional relationship-building efforts between the Public Health Division within OHA and their partner community-based organizations, which have played a vital role in Oregon communities over the past four years.

The survey used to create this assessment includes items that generate data across more than six indicators for three primary capacity domains: People Capacity, Culture Capacity, and Finance and Operational Capacity.

This report shows that while nonprofits excel in mission focus, cultural cohesion, and strategic flexibility, they face significant challenges in resource development, evaluation methods, and leadership growth and succession. These findings highlight the importance of targeted capacity-building efforts.
