The Nonprofit Association of Oregon (NAO) and Coalition of Communities of Color (CCC) partnered to conduct a pulse survey in September 2025 to assess how government funding cuts and policy actions are impacting Oregon’s nonprofit sector. The survey collected responses from 180 nonprofits across 19 subsectors, and examined organizational demographics, funding sources, the scope and consequences of funding reductions, and organizational response strategies. The findings reveal that 84% of Oregon nonprofits have either experienced government funding cuts since January 2025 or anticipate cuts in the coming months, forcing many organizations into survival mode with reduced services, staff layoffs, and depleted reserves while demand for services increases and equity-focused work faces direct suppression.
