Raffles, bingo, and Monte Carlo events are popular ways to fundraise for nonprofits. Because they are considered gambling, these events are regulated by the Oregon Department of Justice (“DOJ”). DOJ representatives will outline the rules for holding such events and answer your questions to help ensure your events are successful.

About the Presenters

Susan Bower, Assistant Attorney General, Oregon Department of Justice

Susan Bower is an Assistant Attorney General in the Charitable Activities Section at the Oregon Attorney General’s Office and a past Chair of the Nonprofit Organizations Law Section of the Oregon State Bar. She joined the Oregon Department of Justice in 2006. Prior to joining DOJ, she worked as an attorney in private practice, specializing in estate and trust administration and litigation. Ms. Bower graduated from Lewis and Clark Law School in Portland, Oregon and obtained her undergraduate degree in biology from Indiana University.

Laurie Conforth, CFE, Charitable Audit Coordinator, Oregon Department of Justice

Laurie Conforth has worked in nonprofit accounting for over 20 years, including 16 years with the Cascade Pacific Council, Boy Scouts of America. After leaving the nonprofit sector, she was an Internal Audit Manager with First American Title Company, a Fortune 500 company, overseeing escrow audit operations and defalcation investigations of title agencies in 24 states. She is a Certified Fraud Examiner and Financial Investigator. She has been with the Oregon Department of Justice for over 10 years, working in charitable gaming, oversight, and governance.
