2025 Oregon Legislative Session

6/30/2025 UPDATE: The 2025 Oregon legislative session ended without passage of SB 602. Despite strong advocacy and significant engagement and support from Oregon’s nonprofit community, the bill ultimately could not overcome fiscal concerns and timing challenges. The bill died in the Joint Ways & Means Committee, the legislature’s budget writing body.

Still, the effort to pass SB 602 built critical infrastructure for future success. Together, we generated over 50 letters of support, organized a compelling public hearing with testimony from nonprofit leaders, hosted NAO’s first-ever lobby day at the Capitol, and mobilized hundreds of emails to lawmakers. Oregon’s nonprofit community showed up, and that presence made an impact.

While it’s too early to confirm whether we will reintroduce SB 602 in the 2026 legislative session, we remain committed to strengthening nonprofit-government partnerships and improving grant and contracting systems. We’ll be monitoring both state and federal policy landscapes closely to inform our next steps.


 

What We're Fighting For

Oregon relies on nonprofits to provide critical services to their communities, from housing and food assistance to mental health care and emergency response. However, outdated government grant and contracting systems are affecting nonprofits’ financial ability to provide services efficiently and pay competitive wages that can attract and retain employees. 

 

Senate Bill 602 is our opportunity to change that. This legislation aims to address long-standing challenges in grants and contracting by modernizing state processes, ensuring fair funding, and strengthening partnerships between the government and nonprofits—empowering nonprofits to pay livable wages and focus on building stronger communities.
